Trying to find the name of a game that never happened.?

There was a game being developed back around 2000-2001 or so that was to be an online RPG. The premise was that the world had fractured and there were islands of land. Most creatures in the game could fly, there were a demon/dragonlike race and there were cherub like races as well. I want to say it was called Skies. Anyone ever hear of this?
