I am planing to do my garden and i was not sure if you can plant grass on top of a membrane.

Unfortunately NO . At the first sign of warmer weather , it will dry out unless you are prepared to constantly water it. !!
If we continue to get wet weather the roots will rot also as most plants need soil with a certain amount of drainage.
