No, it's not a cuss word. Carrie is singing the song as a girl who is being cheated on and she is furious with the guy and is getting her revenge. I LOVE the song. If I were in her character's shoes I'd call the other girl a tramp too.

It used to be that a woman would call another woman a "tramp," and it was supposed to be a really low-down name. So it's never been a curse word, more like name calling.
