Clinton.
Kennedy might have been but he didn't live long enough to see his programs fully enacted.
Clinton gave us full employment, a budget surplus and a pattern of governance that, if followed, would have assured the United States primacy for for 50 years.

Geesh, I would think you would want more than one word or name answers. How about a little justification respondents?
Name one positive thing that Clinton actually accomplished? Okay, he lied under oath, had his license to practice law revoked because he couldn't seem to find the truth, and he pardoned convicted drug dealers just because their fathers donated big bucks to his campaign. Nixon did a lot of great things (opened the door to China, to name one), but then he holds the record for the most bone-head things as well. Kennedy? Gee, he was an inspirational leader but he totally bungled the Bay of Pigs and he's the one who first got us involved in Vietnam. Oh yeah, not good stuff at all. Johnson did more for Civil Rights than any other president, but he also escalated the War in Vietnam. I mean, come on, even Nixon knew enough to get us out. Carter? Give me a break, when he left office there was this thing called the "misery index" ... it was a combination of unemployment and inflation. It has never been so high as when Carter was president.
Reagan? Okay, he started off with an economy that was horrible and by the time he left office he had turned the economy around, ended communism (perhaps it can be argued by nearly bankrupting the USA) and established the groundwork for our growing and solid economy today.

1. Reagan - turned the economy around and stood firm against the USSR which led to the end of the Cold War.
2. Nixon - in spite of Watergate. Held firm against inflation and opened dialogue with the nation with the largest population on earth, China. It better to talk than fight when possible.
3. Clinton - the economy did well under him. Not so good in foreign affairs.
4. Kennedy - did not work well with a Congress controlled by Southern Democrats, therefore was not able to do much domestically. Broke even in foreign events. Responsible for sending first ground forces to Vietnam, but after Bay-of-Pigs disaster, learned and stopped the Russians during the Cuban Missile Crisis.
5. Carter - micro-manager who failed both foreign and domestically. Ineffectual versus Iran. Only foreign success was a result of a Walter Cronkite interview in the Middle East. No Walter - no success. At home invented the "misery index" (add inflation rate + unemployment rate) to get elected. Then when it got worse during his term, it spelled his doom.

Wow that is very slim pickings. First I would not put any of those presidents in the top ten of all U.S. presidents. If all the presidents that have existed in the world were listed none of these would rank in the top fifty. Here goes in order mediocre to horrendous: Reagan, Carter, Nixon, Kennedy, Clinton.

Considering Reagan and Bush's daddy were pedophiles:

you should not include them. I hope Reagan is burning in HELL. The only thing that he deserves is SH1T on his grave. Freaking garbage. Bush's daddy also deserves a full investigation into his child prostitution rings and drug trafficking.
Total human scum.
