check seller status, if he or she is in business long enough, and have good image on other customer's mind, then buy from him or her. otherwise, you must be very careful, because many of stuff in ebay are defective

the ONLY safe way to buy ANYTHING on ebay is to pay through PAYPAL and fund it with a CREDIT CARD.
this gives you the option to file for a CHARGEBACK from the CC provider.
as to this:

if the seller is a fraud and has an EMPTY PAYPAL account, there isn't a damn thing ebay can do for you!
that is why you MUST use that CREDIT CARD!
PAYPAL and ebay try to convince all users that it is safer to fund with existing funds!
that is a load of CRAP and they know it. they hate CC users because they KNOW that the CC provider will do the chargeback and it then comes straight out of PAYPALS pocket.
feedback means almost nothing these days what with all the HIJACKED ACCOUNTS!
yup! no fraud on ebay!

I've been heavily into eBay for almost a year now and have only had one problem, but eBay fixed it in two days. (I bought an item and the seller never shipped it and would not answer any emails. eBay froze their account and refunded my money.)

read other buyers comments and then decide whether or not to take the risk! You should be able to send it back if you do get jipped.
