Ok my aunt separated with her husband about 10 years ago and he has her son now he wants to get him a passport but he whants her to sign a form for parental permission what if she doesnt sign it or what if she does should she or not the thing is that he is a crazy man and is trying to take the kid out of the country

If he has custody, he does not need her permission to get a passport. She could fight it if it would interfer with visitation rights that she would lose while they are abroad. But, that is a battle she would most likely lose in the courts.

She will have to have his signature. We just went through this with my step son.
