If you respond to contact it is not stalking. Do not initiate or respond. If it is contact you initiated or to which you responded and you report it as stalking,you would be filing a false report. I've answered a number of your questions,but anyone can check them for content. I rather have the impression you are prone to wild accusations.

the best safeguard: prevention:: stay out of chatrooms, personal replies to discussion forums, etc.
another method: overdo it:: fill all your profiles (myspace, yahoo, etc.) with loads of information. it doesn't have to be 100% true, but keep it believable. the more a stalker knows, the less exciting it is to uncover new info.
laws: everyone loves to bring down the local cyber-stalker, but no, there's not much going on with the police.
stay low profile for awhile, if you can.
try to determine if the stalker is dangerous or just impressed with you. if the latter, don't worry about it!
