What I think you're asking is: which line of longitude (where a whole bunch of people would be simultaneously looking at a sunset) has the most people or the most countries.
If you draw a North-South line from Norway/Finland to the tip of Africa, that probably encompasses the most countries. As to the greatest population lying on a line of longitude--I don't know.
If you check out this world map of time zones, you can get an idea of "what time", relative to where you are, that folks along a line of longitude would be looking at a sunset.http://www.wall-maps.com/World/World_Time_zone_Map.htm
