Yes, you can watch R rated movies, but because of the curfew (it is usually 10:00pm) in your city, you weren't allow in the theater because you are under age. Lots of businesses have policies that reflect that. You will just have to wait till you are 18 to not have to worry about it.

Under 17 requires accompanying of a parent or adult guardian .

In the opinion of the Rating Board, this film definitely contains some adult material. Parents are strongly urged to find out more about this film before they allow their children to accompany them. An R-rated film may include strong language, violence, nudity, drug abuse, other elements, or a combination of the above, so parents are counseled in advance to take this advisory rating very seriously.

It's by law, under 17 not permitted, you are not under 17 so yes you can go to R movies and anyone who says different is uneducated about this, and shouldn't be working in a theatre.

At 17, you are allowed into R rated films.

You're also allowed to spell correctly. C'mon, '"eleigible?" Are you f*cking serious?

You have to be 17. They're checking to make sure younger kids don't get in.
