check your firewall logs, it will list all connection attempts or dropped packets.

alternatively you can use a sniffer (like ethereal) that will capture all network traffic to your machine, and you will be able to see the packets go by.

BUT, once you have the port-scanner's IP address, then what? If it's a IP pool, good luck tracking them down. If it's AOL or something, I don't know that they'd care enough to shut down somebody's account.

anyway if you do send an email to the offending ISP and say 'stop it!', be sure to include the proof (i.e. logs) with the info.
