Please don't waste yours (or your sisters), time, effort, money etc etc etc trying to learn drawing anything online!!!!
So far as real "Art" is concerned:
Standard #2 pencils and typing paper are both very easy to get as well as cheap. Use that first and find out if any skill/talent is actually present to pursue the issue further. "CG" (Computer Graphics) is not real art nor will it ever be.
If its a matter of simply enjoying something as a past time or as a creative outlet, first learn the basics in real life!!! (pencils, paint, ink, paper, canvas, techniques, colors, shading) etc etc etc etc. Then apply those things towards alternatetives.

You are not going to learn as much online as you would getting books from the library. There are other ways, but the one i mentioned is free.

If you Google "drawing lessons," loads of links come up, just scroll past the advertisements. Some of them looked pretty decent, with several lessons on how-to specifics.

you can try giving her isketch
its a website just for ppl to draw.
free =]
you draw with other people .. online
and she can see other peoples drawing and learn from them.
some ppl are really good.
you have to draw a pic.. and othe people guess wat your drawing.. then they draw and you guess..
its a good drawing place =]
