In WMP, at top tabs - go to tools/options/performance/ see if it helps to make adjustments to the "video acceleration" slider, and/or View/Enhancements/ Settings

Belarc Advisor is a very useful utility - download and run it. It will tell you what sound device/s you have installed on your pc ... eg whether you have onboard sound on your motherboard - or a dedicated soundcard, in case you're not sure of your system setup.
You might also try running some sound diagnostic tests If you go to the Start button > select Run > and in the box type DXDIAG (for DirectX Diagnostics ... there are a number of tests you can run for both video and audio. It will prompt you 'Did you hear this sound' etc.
It might also help if you downloa and install the latest version of Direct X (Microsoft's utility for handling audio / visual tasks.) = http://www.microsoft.com/windows/directx/default.mspx = Once you have downloaded the latest version, it will prompt you to reboot for the installation to take effect.

I had a similar problem like this in the past. It's probably your monitor. Disconnect the the monitor (whether it be VGA or DVI) and look at the connector. Are there any pins missing? If it's VGA it'll be obvious to see a missing pin. But keep in mind DVI looks different the VGA..It has a similar to VGA pins but an extra section which has a flat large pin with two single pins above and below it.

If this is the cash try testing it on a friends monitor that doesn't have the brightess problem. I've had friends who've had this problem as well and in all cases they were missing some pins on their connector.
