In the U.K. it is illegal to carry a passenger if you have L-plates, regardless of engine capacity or bike style (a scooter is just a style of bike - it does NOT refer to the engine size).

CBT is easy on a scooter! So don't let that put you off, priced between 90-100 for a few hours of training then a run to see if you manage it in public without killing anyone.
I ran on the pavement and still passed! haha (industrial area mind you ;p).
I had just a provisional licence and ran my bike for nearly all the 2 years allowed before you have to resist... I went ahead and did my full test though.

A scooter or moped is totally different from a motorcycle. A moped is a 2 wheeled vehicle upto 49cc. This is a category P. You can drive a category P on a provisional licence providing you take a CBT, display L plates back and front, do not take a pillion passenger and do not tow a trailer. You do not have to take a moped test, however you do have to renew your CBT certificate every 2 years.

You must have your CBT (compulsory bike training), then you must pass your full test within a time limit. Theres also a size limit on the bike. The CBT training center can tell you all the legal stuff.

No you cannot ride a scooter alone. You must be accompanied by both parents, your little brat brother, and your dog - all on the same scooter.
