NATO is to the US what the supposed Warsaw pact was to the USSR we call 95% of the shots and everybody else dances to the tune, one vote per customer gives the illusion that each country that complete autonomy within the organization but most all members agree to what US demands.
exception are few Iraq being an exception but that was known before we invaded that almost every NATO member was against it. So to go back and ask them to get involved is fruitless. There is always a gap between what is said and what is done.

Well the fees depend on the country's GDP. Countries small like Portugal for example pay way less. If they paid the same, all of their budget would be for NATO's fee.

It's not quite 75% but close. US may get just one vote but in actuality, nothing goes without US backing.
