We are the sum of our choices and experiences in life. Many people have yet to learn we are not responsible for everything that happens to us. What we are responsible for, and here is where personal growth comes in, is for our response to these events.
We are born with certain basic characteristics that we share with all of humanity and also some that are all our own. Personally I believe that, when chosing the lessons and planning our upcoming life, we choose the parents necessary to create the situations we need. That means not only circumstance but also as a means of shaping our personality for maximum success of the lessons to be learned.
A life that is always happy and perfect would do little to shape the strength of one's soul. Character only develops under adverse conditions so those are the ones we learn the most from. At times we may shout "Enough already!" to our God, but we continue to be tested. It is smart to study every set back so that one gets value out of the pain and problems. To do less means a waste of a lesson that will be given again and again until it is properly learned.
So, yes. They do. Take a person who is terrified of public speaking. They refuse to do it. No way will they do it! Then comes an even and there is no way out and they actually succeed, even though they wet themselves. The next time, they are not so frightened and speak. Within a year they are accomplished public lecturers. Just a mild example of changing the characteristic of fear.

I believe they do, because we change even the slightest of things within us.
Since I've been working in IT ( 17+ years ) my writing has evolved, before I use to do the zero without the backslash I do it today. Also, the capital A I do it as a triangle.
Little and big things in life we change due to life events, I could tell you all the stuff good and bad that I've changed in my life and you will be amazed of reading some.

If by basic characteristics you mean personality or who we "are" as individuals...
Then I would say we wouldn't have perspective if we didn't draw on our past. Life, Death, Wealth, education... are all 'events' and they affect us in ways most of us can't begin to imagine.
