I've had really good luck using text boxes for pictures using Microsoft Word, both on Mac and Windows. Go to "Insert" and choose "text box". Draw the text box the size you want your picture to be. Go back to "Insert", and select "Picture", then "from file" and find your picture. It will insert the picture in the text box, and then you will be able to move it where ever you want in the Word document. If you want to get rid of the line around the text box, double click on the line around the text box (anywhere). This will bring up "format text box" - go to "color" and select none, then click ok.

Go to the menu bar, click Insert, Picture. Find the picture that you are looking for, click insert. Format the picture by first clicking on it, then going to the menu bar and clicking Format picture to the way that you want it formatted.
