The statement "Please be informed there is a Santa Claus" means the SPS engine needed to leave lunar orbit and get them back to Earth worked correctly. There was a lot of concern about that because if the engine did not operate correctly they would have been stranded in lunar orbit and would have died in a few days when their air ran out. Everyone was relieved when it worked perfectly, and, as people sometimes do in such cases, they expressed their relief with that saying. It was like a Christmas present to them, especially because it was Christmas day, 1968. But you would never know that only by listening to that short clip.

You know, I don't trust anything I see or here on YouTube. Anyone can create a fake audio (and the video doesn't count, it was just pictures strung together). And the text beside it could have been written by anyone with Case Gilson's name and Jimmy Carter's name added.
I'll believe any of this when there is formal, documented proof, not some "codeword" that anyone could interpret to mean anything.
Sorry, not convinced.

Since they were orbiting around the Moon on that Christmas Eve, 1968, I think that they were just playing along with the running joke that the FAA does every Christmas Eve by reporting the location of Santa Claus as he 'makes his rounds'.
