Most likely eczema...
Although eczema may look different from person to person, it is most often characterized by dry, red, extremely itchy patches on the skin. Eczema is sometimes referred to as "the itch that rashes," since the itch, when scratched, results in the appearance of the rash.
Eczema can occur on just about any part of the body; however, in infants, eczema typically occurs on the forehead, cheeks, forearms, legs, scalp, and neck. In children and adults, eczema typically occurs on the face, neck, and the insides of the elbows, knees, and ankles. In some people, eczema may "bubble up" and ooze. In others, the condition may appear more scaly, dry, and red.
Here is what you need to do:
Start with an oatmeal bath daily:

Immediately following the bath apply Aquaphilic ointment:

Apply the ointment at each diaper change for two days (that's how I remembered to do it several times a day)...by then it should be pretty much gone, be sure to keep up the baths and apply the ointment right after them to keep it from flaring up again.
This is what our pediatrician recommended and it has pretty much eliminated my 7 month old daughter's eczema...I recommended it to my cousin who's son's face was terrible with eczema and it has solved his problem as well

Is is just around your babies mouth and on the neck? If so, it could be a drool rash. If so, you can put some baby powder in the neck rolls to help keep it dry in there.
If its dry skin - use vaseline or a good lotion like aquaphor.

Hello,
My baby is 3 months old and also had the rash. Her Dr. prescribed Elidel (a mild cream) that I put on her when I see the rash coming back. I was told that the rash was caused by there pores in there face forming.

It could be an erythema toxicum. Avoid harsh soaps and always check if its becoming plenty. Sometimes doctors will order hypoallergenic formula for this baby or strictly breastfeeding.
