I want to write them permanently, not just javascript pages to appear. I'm trying to make a program so that someone can write and post articles on their page without knowing html.

Of course any language could do the job.

Perl, php, java, ruby, python are the most common.

Find out what your peers/friends know... you'll need help!

but you can do all the work in javascript with a tiny posting program written in any of the languages!

I can read a file, sort it , write it back to the server and download the data to an excel spreadsheet! all javascript with a 4 line perl program!

you can use any serve side scripting languages like asp, asp.net, php, jsp .. etc... for the same purpose. All the above languages are capable of writing any type (html / text) of files in the server.
