I would say that cerebral palsy is abnormal but I wouldn't label the person as abnormal.

Hi, I work for the Government, facility for the mentally and physically handicapped and i've been there 36 years and never once thought of any of the clients as abnormal...they have a physical handicap.

i'm a incredibly affected person individual. although some issues could make me impatient, and that i hate that feeling. i'm not the type to make a public scene if i'm impatient approximately some thing like waiting in a protracted line.

I'd say the child is normal but with a disorder that impairs their physical and mental abilities. But is it normal to have a disorder that impairs your mental and physical capabilities?? I dunno, the child is a human being regardless and someone will love him/her.
