I have small wrists and the 1.5lbs weights I have slide up and down my arm when I exercise. Is it safe (healthwise) for me to wear them right above my elbow? They fit perfectly there.

It's actually safer than wearing them on your wrist, especially seeing as how they're apt to slide on your wrists. The down side is that they won't have any real effect down there. 1.5 pounds is very little weight. Almost all of their impact comes from the leverage they get from being near the ends of your arms. Of course this only applies if you're working your upper arms. If you're not though, then the extra 3 pounds isn't going to do much and should be discarded.

Just basic physics.
