My family lives in a mobile home park with a small yard and rock driveway where my cocker goes to do his business. In the spring and summer it smells bad, anything non toxic to grass and animals I could put on there to reduce the odor?

Baking soda is great for absorbing odors. I'd put down some lime first (to help decomposition), then wash it away and put down the baking soda. There are probably many products for this at a garden center or a pet center.

hose it down along with some biodegradeable dish soap. It might make it smell somewhat better.
