Does this give you internet anywhere (outside the range of the home router) or is this if you don't already have a wireless card installed in your laptop?

No. All wrong. That is a PCMCIA ethernet adapter, designed to be connected via CAT-5 UTP into a network switch using RJ-45 connectors.

For mobile internet you need a 3G/GPRS card.
