I am making a prom dress. How do I make the top of the dress scrunched?

You could use elastic or make it gathered. To make it rouched you baste the seam first(making sure the seam is longer than the finished length), then pull the thread. Then you even out the gathers, and sew on top of the other seam (at the 5/8" mark then pull out the basting. Basting is when you make really large stiches to hold a seam temporarily.

Elastic inside the fabric works well. then it can stretch to fit your body type, or whoever you are making it for.
