Is it an LCD? If so, it means the monitor isn't very new/good, and has low refresh rates. For CRT, it shouldn't happen, unless the monitor is VERY OLD.

Most LCDs today has pretty good refresh rates that it isn't even noticable.

More than likely you are not using a addon videocard (ATi or Nvidia) for you screen resolution and it's using the onboard video chip on the motherboard...Put simply...What is happening is that the onboard chip can't keep up with what's happening on the screen because it's not fast enough...

What scroll bar? Is this scroll bar on the monitor? What kind of monitor do you have? When did it start doing it?

most likely you do not have the correct video driver installed and windows is using a generic version. Simply going to the manufacturers website to get the latest drivers and installing them should fix the problem

its just messed up a little. restart it or on the side of ur moniter clip adjust screen
