I have a pretty big selection, too long to list, but..

Pearl Jam - "Black" hits the nail on the head for me

or Samuel Barber's Adagio, they use it in movies allot during a tragic scene, very profoundly moving piece of music.

As for the blues, it actually makes me feel good, like Stevie Ray, or Johnny Lee... re previous answers, although Stevie's "Life Without You" is good for a tear

Something mellow. Something that makes me sit back and drown in my own self pity and get drunk to. Then I kick myself out of my 'blue' mood and turn on some good metal.

Death Cab for Cutie. They don't put you in a worse mood by being to "bubblegum" or by being too depressing.
But it's a little to indie for some. I would suggest trying it, though, if your question means you're looking for new alternatives.
