There are 196 and down athletes for each country participating in the 2006 Winter Olympics.-

There are 35 sports and almost 400 events in an Olympic Game, Each Country is allowed to send 3 athletes per event depending on if they meet the trails qualifiaction of their country and the Olympic standards, and depending on the sport it could vary per Country.
e.g In order to qualify for the Canadian Marathon team athletes must meet the following A-standards during the qualifying period of January 1, 2004 to May 29, 2005: 2:14.20 for men and 2:31:00 for women up to a maximum of three athletes per event. If no athletes meet the A-standard, Athletics Canada is able to enter one athlete per event on the condition that they have met a B-standard (2:18:00 for men, 2:42:00 for women)

i dont think it has to do with the size of the country per se. it has to do with if a certain athlete can meet the olympic standard set (in timed events like track and field) and make it on their country's team.in a sport like basketball, if they werent a previous medal winner, that team has to qualify playing thru a tournament a year or so before. i would think other individual events (that aren't timed) hold the same type of qualifying standard.

thats why during the opening ceremony where all the countries athletes come out on the track, some countries have hundreds of athletes while others may have 10 or fewer.

Depends. I mean, come on. You've got tiny African countries that ski or bobsled and have like 4 athletes. Then you've got America or China with an athlete in every sport. Hard to really come up with an actual average.
