There are several ways to do this depending on what you mean.

If you want it to pop up a window with the message in text, the easiest way is to create a simple .exe file and put it in your startup folder.

However, if you want it to greet you with spoken word, the easiest way is to record the .wav file and set this to your startup sound in sounds setup (from the Control Panel).

I am assuming this is a Windows machine... this will differ on a Mac or Unix box.
