there are no parents rights in child support... there are ONLY the childs rights.
YES, they can take the whole thing if that is the amount owed in back child support. if you owe only a part of what your due (state and federal tax returns), then you get the balance of what is left.

Yes - its a debt that you owe. You cannot collect a tax refund (which is actually just your salary) and not pay child support.
Child support laws are set by your individual state. There are ways to modify or even terminate child support under the right circumstances. If you want to know more about the laws in your jurisdiction, look in your state's famiy code or consult a family attorney.

Child support has so many different factors that it's hard to answer that question. How many kids are involved, how much money does the other parent make, what state do you reside in, (different states go by different percentages.) I could go on and on. But in short - child support can be a bit ridiculous, especially when the parent who is receiving the money does nothing to improve their situation - like get a better job, go to school - so many people are content and happy with the fact they are being supported by someone else, it really sickens me.

yes if you owe back child support you should change the way your employer takes taxes threw out the year have them take out less for taxes so you get the money throughout the year and there is no refund to take!

If you are behind on child support they can take all income tax refunds until you are caught up on them.
