Assuming you're talking about paper cuts on your fingers, it's because we have more nerve endings there. Most people don't bandage paper cuts, so even the air touching those exposed nerves can cause pain.

What everyone else says about nerve endings, plus the fact that a paper cut is ragged (I know, it doesn't look like it, but on a microscopic level it is, because paper is ragged), and it leaves little irritating micro paper fibers behind in the wound.

The people who mentioned the nerves in your fingers are correct. There are more tactile nerve endings in you fingers that any of your other extremities. Just think about how sensitive our feeling of Touch is, and you'll get the picture. (Hope you feel better>)
