It is very hard to tell how long a piece of string is until you locate one end of the string to begin your measurements.
Once you locate one end, you can start measuring the length of string using your basic methods of measurement, such as a ruler, yard stick, tape measure, or winder e/w measuring spool. You keep advancing along the string with one of these gadgets (counting each increment) until you reach the other end. When you get there, you have the total length of the string.
This of course presumes that the string is not slimey wet, or all wadded up.

The standard piece of string is fourteen feet long.
Any shorter piece should be referred to as a "little piece" or "small piece" of string.
Any longer piece should be referred to as a "length" or "large piece" or "big piece" of string.
Therefore, a "piece of string" is fourteen feet long.
