It means that you either graduated from high school or have an equal degree such as a GED.

Whatever you are applying for they will have their own criteria, so you should try asking them directly if you qualify. Otherwise, it sounds like they mean a high school or home school diploma, GED, or a degree from the overseas equivalent of a high school.
