the fools fool is being in the wrong place at the wrong time and not leading with their instincts. not listening to themselves and letting others affect or control them.

It is a take off of the expression a man's man. A fool's fool is a fool that approaches the ideal fool from a fool's perspective. Which is meant to place the fool in the superlative.
