If you don't already have a passport....apply now. It takes a while and is much more costly than it used to be!! You can fill out the paperwork and get started at any Post Office!!
Check out travel sites like Expedia and Travelocity. They usually have good deals on both airfare and hotels.
Europe has a great train system....EuroRail. Look into getting a pass with them to travel. Don't know how long you are looking to go for....but you can probably get 5 countries in with good sightseeing in 10-14 days (France, Spain, Germany, Italy, Greece).
There are lots of great books at your local library that will help you in planning your trip!! Planning is half the fun!

How to go for free and understand what serfdom was like: Look into a job as a seasonal farm hand, but just remember that countries like Greece, Italy, Spain etc. are very hot in the summer. Usually the employers cover room and board (nothing luxurious) and will pay you enough money to cover the flight. If this sounds appealing at all, check out the link below and make sure whoever you pick will take care of the visa stuff for you.
How to go for cheap and remain a free person: Take Airhitch. Their website looks shoddy but they are for real, I have taken them and they did perform. One-way costs about 190 USD from the east coast of the US to continental Europe and you do not need to buy a round-trip ticket to get that fare. Just remember to still have $190 or equivalent in your pocket if you want to get back to the U.S.
How to stay for cheap and remain a free person: Try contacting private-run hostels in places where you would like to go if you can barter work for accommodations. I live in Prague (Czech Rep) and as there are tons of travelers and tons of hostels, they send some of their own people out to the train stations to recruit backpackers to come stay with them. In exchange for recruiting, say, five people, you will get to stay one night for free. You won't need a visa for this sort of arrangement.
How to city hop: In Germany there is a lovely thing called Mitfahrzentrale, which is basically organised hitchhiking. They will hook you the passenger up with a driver, you pay the agency a little fee and contribute a relatively small sum to the driver for petrol (there are set limits as to the maximum the driver is allows to demand of you). I have experience with this, it is cheap and works well. Mitfahrzentrale is based in Germany but they have offices all over the place and cross-border trips are certainly common, especially within western Europe. It is also a nice way to meet people.
East of Germany the trains will not put a hole in your pocket, so no need to Mitfahrzentrale there. The countries are also much cheaper so if you are on a serious budget, you will want to look into doing more time here. People under 30 tend to speak English reasonably well.
Have fun!

Going in June is the one of the most expensive times to go. Go in the fall if you want to save cash. Also try going to Eastern Europe. Stay in hostels. If you want to go to England, think about the National Trust. Want to go really cheap? Peace Corps. But you have to be a college graduate.

Seeing you are travelling in a holiday season, that may be tricky. Just do loads of internet research on the places you want to visit.

don't get a eurail pass... my friend went to europe for 3 weeks and she said that getting that pass was one of her biggest regrets... its expensive and it sucks having to spend all of your time on a train. You can get ridiculously cheap airfare in between cities in Europe. go to rynair.com you can get plane tix from like london to barcelona for no more than 30 euros. I'd suggest going to florence, barcelona, mykonos and monaco
