The other day that I asked the question, I was not specific about which San Francisco.
The reason I ask this, is that I am worried. I have a friend that went there to marry a woman he met in the Internet. I received some text messages from him, saying things are really bad (like gangs on the streets and such). I have looked in the Internet, but I really don't find any information and the short text messages, are not informative enough. Help!!

I just discovered that the city I was talking about IS Angeles City, could be that San Francisco is a section of the city.
Hope this makes my own confusion clearer

I'm still at a lost as to what San Francisco you are talking about. If it's close to Angeles then it probably is in Pampanga. The only San Francisco in Pampanga I know are barangays in the municipalities of Minalin, Macabebe and Lubao.
Minalin is a 4th class municipality and was almost totally covered by ashes during the Mt. Pinatubo explosion. Macabebe, perhaps due to the proximity to Manila Bay and Bulacan is better off as a 3rd class municipality. Lubao is where the Macapagals hail from and is a 1st class municipality.

dress very casual clothing,don't wear jewlerys like earrings and bracelets etc..wear a baseball hat also..you need to look like you have been living there long..otherwise,you will pointed out as a tourist and many kids will ask you for money..when you get there it is best to go to the US EMBASSY first to find out more about where you are heading to and get the latest information from the embassy..also,don't take pictures of the kids you see in the streets some parents will get mad at you...don't go out late at night too long and be where there is many people in site...aslo,try to visit cebu island...it is known to be the best place in philippine...in cebu>>>manduae city,ayala mall,and shoe mart mall or also known as SM MALL....it is the two biggest mall in cebu....

I think what you're referring to as San Francisco is actually San Fernando. That's in Pampanga province.

i think you should coordinate with US embassy in the Philippines.
or asked your friend if he is in danger or trouble, then if he said yes then you shoul take the appropriate course of action.
