First, do not heat it up. PVC is poly vinyl chloride and the fumes are very toxic. Other then that, if you choose to not use a drill it will simply be a difficult chore. Good luck

Listen to me. I am a retired vinyl siding contractor and many times had to make various size holes in PVC (vinyl).
You need a variable speed drill and a set of wood cutting hole saws. That's all!
The wood cutting hole saws are very inexpensive at Lowe's or Home Depot.
Where or how you get a variable speed drill is up to you. But, I suggest buying one because most people have the occasion to use one.
Chuck in the size hole saw you need, drill the pilot bit into the PVC, pull the trigger on the drill back slowly, making the hole saw turn slow. Press it gently against the PVC and push till the hole is cut. Don't go too fast, as the PVC will get hot from friction and ruin the hole saws teeth. The more you do, the better you will get at it.
One other thing. If what you are cutting the hole in is not held stationary, it will have a tendency to rotate as you drill. Make sure it is secured.

You can absolutely 'burn' a hole in PVC. The plumbers at work do it all the time. I build steel framed factories for a living, and we put in floor drains and clean-outs. To keep the traps full of water, the plumbers run a 1/2" copper line from the nearest sink drain/toilet/drain to the clean out/floor drain. To make the connection, they heat the copper line and burn it into the pvc that the drain cap is glued to. After they 'punch' the hole, they reheat the copper and stick it into the hole, melting the pvc around the copper.

Maybe you can find a metal object that is the diameter you need and heat it up. Then press it into the pvc so that it will leave you a nice hole. If I were you though I would just borrow a drill or buy one.

Try with something hot like a large soldering iron perhaps Really, if you got to make alot of them then get a keyhole saw and a drill and do it that way. Safer than losing a finger.

you could buy an electric drill for about $20.00 or less if it's just PVC you're drilling it does not take much power to drill PVC a small electric one would do the job cordless are more expensive

there are punches that size but would probably tear it up.
there are also punch press things. you use a wrench and turn these and they slowly bore out a hole. i forgot what the exact name is but anyone doing electrical box stuff will know.
you can get a cheap hole saw at home depot. dont use a drill but, it will be expensive and hard. if you cant get hold of a drill use a handheld sabre saw.

You dont need a drill or tap, You need a "keyhole" saw That is a round saw that you put into a power drill or hand drill and it cuts out a 2 inch hole. or 1 inch , . You can buy these in various diameters up to about 6 inches to cut a round hole in almost anything including steel plate.
Lowes and home depot have these, They sell for about $10 each.

Find a piece of metal pipe the right outside diameter heat it like a branding iron, and melt your holes.
