It may have been due to the fact that Hester was the one person in town that actually was living the real life that a Puritan was supposed to live. They realized that through her good works and kindness to sew funeral clothes, to give to the poor, to be patient with children who were mean to her, that in fact she was the one true "Christian" in Boston.

Hester is a great example of how perseverance pays off, even when nothing else is able to work.

Possibly they assume she'd be so wickedly promiscuous throught her life, and when she isn't, and they see how she treats Pearl, they decided to allow the punishment to be lessened. Don't you think it's interesting that Hester decides to wear the letter anyway?
