Several things:

1) clean up. Make a backup of all important things, and stuff you want to keep and re install the operating system after formatting the drive

2) add memory (DRAM SDRAM etc) to it. More memory means more speed.

3) add a bigger harddrive. the more space the operating system has to move around in, the faster it will respond.

4) put in a faster processor.

5) check for viruses and spyware regularly (they slow down your system too)

Keep minimal number of applications on it. Defreg your hard disk daily. keep free space on your hard disk which is atleast twice the size of memory in your computer.
If it doesn't helps much then you can try overclocking your CPU - at your own risk.
