Trainer eyes/Vs.Seeker. Head to Vermillion City and go to the Pokemon Center. There will be a little girl in there, talk to her and she'll give it to you. Head outside and up the road to where all the trainer are and get near as many as possible (having them in your screen)
Go to key items and use it. If a trainer wants to rechallenge you they'll have an ! over the head and jump up and down. It's a great way to level up.

this blue hair girl in vermillion Pokemon center gives it to u after u beat the elite four the first time

I knew you could battle more then once in up to emerald but i didn't think you could in Fire red and leaf green
