Every animal with a digestive system is going to produce gas as a by-product of the bacteria in the gut helping to break down parts of the food. It would not propel a fish forward. When you pass gas you don't get hurled forward and neither do other animals.
P.S. To the poster who said birds do not pass gas. Guess what? They do. This is straight from my avian vet (I have pet birds).

Their farts are in proportion to their size. If you weigh 150 lbs and expel half a pint of gas in the average fart, these fish might weigh 1 oz or so. The bubble would be microscopic.
Most of my farts lack the force to push me through the water. If yours do, I'd alter my diet if I were you.
