US State Department, Consular affairs. The Consulate is who helps Americans abroad deal with legal issues. Yes, sometimes a US Senator or Congressperson can push that along if they are a constituent.

Keep in mind that the Consulate is only legal assistance. The person is still subject to the laws of the nation they are in, and the due process (or lack thereof) in that country as well. The State department can twist arms pretty well though.
