I need to make a website but I need it to be cheap. I have a few conditions.

1) It must be under $20

2) It must be yearly, cause some say monthly. I used to think that stuff like "$5.95 a month" meant I can send in money each month but it doesn't, that's just something to lure people.

3) I must be able to own the domain, I recently heard that host own the domains, and I can't have such a thing because I may become a business.

http://www.godaddy.com would be your best option. It's $1.99* per year to register a domain. I have listed free ones below, but you cannot have your own domain and it comes with advertisement.

Look at Yahoo Web Hosting and Domain Names, You can pay by month or year for both services. You can pay for Domain name up to 5 years with renewal options. To own your Domain name you have to purchase one or make one and register it .

go monthly most times they wont be around after you learn what they are doing for the 595 a month because you will be able to do it better as soon as you see whats what.
