The rest of the world were always wondering when the two big boys would let off all the bombs and destroy everyone. It led to a lot of depression; building of fallout shelters; stockpiling food, etc. It led to alot of paranois and suspicion against communists and socialsists in other countries. It led to lots of political alliances and defense pacts that were unnecessary. China and Korea benefitted from USSR help and knowhow. The US bribed a lot of thrid world countries not to go communist by giving them money and aid. Many african countries went to war with each other and civilly becuase of 'fears of the reds within'

There was a program called "The Missiles Of October" if you have not seen it you may want to view it. I saw it in my government class. The USA,USSR(at the time)and CUBA were all in a battle for nuclear power the USA being the target of this debate opposing President Kennedy's view on nuclear disarment.....Sounds like a on going debate Well, this took place in 1962 CUBA was the aggressor and wanted to attack the USA. I think Fidel Castor's cigars were getting to his head. Anyway we all know USSR's history with necular wepons a 11th hour agreement was reached and a nucular attact on the USA was prevented. Of course it's been 30 years since I studied up on this issue but as far as I can recall this is what happened.....With the exception of Fidel Castor's cigars getting to his head....or course we will never know !

The "Cold War" was mere theatre, just a gentlemen's agreement between the US and USSR to stock fear into the rest of the world and encourage them to buy weaponry for their protection. So, the answer to your question is, it cost them dough. The "Cold War" ended when being the world's drug pushers became more profitable.
