Scientifically speaking farting is just a way of releasing respiratory and digestive gazes.
Fishes do accumulate gaz in their body, this causes their body to float ( cuz gaz has lesser density than water ). When fish elevate to a certain depth they release the gaz either through their anus... So they do fart.
But as for the propelling issue, it is highly unlikely that this phenomen occurs because the release of the gaz happens at a relatively slow speed.

A small extra info : did u know that fishes had no eyelids ?!

hahahaha! great question, actually. I looked it up and though it is biologically possible, no one has seen them do so. I am a diver and have seen them expell digested food from their anus, no propeling, though.
