Both of the two major political parties in Congress have several offices within their party structure.
The whip is responsible for organzing initiatives among the members of each party, and counting how many in that party are likely to vote for or against a given issue.
The "majority leader" and "majority whip" are members of whatever party is in the majority.

Actually, the " Whip " is a Him/Her of either Political Party whom has the responsibility of " whipping " a Bill into action. Is considered a strong Politician. God Bless America !!

He's the guy who gets the members of his party to vote for something that the party leadership wants passed. He counts the vote among his party membership, and relays that information to the majority leader, before the actual vote for the legislation occurs.
