There have been many people reach the major leagues without first playing at any level of the minor leagues.
Coming right out of high school was Detroit Tiger Hall of Fame outfielder Al Kaline. Signed right after high school graduation, he sat the bench for most of his first year, was a regular at age 19 and American League batting champ at age 20.
Signed out of the University of Minnesota, never to play in the minors was another Hall of Fame outfielder, Dave Winfield. He was also drafted to play in the NBA, ABA, and the NFL.
After one year at the University of Cincinatti, Hall of Fame pitcher Sandy Koufax never played in the minors either.
Not all players that never played in the minors had Hall of Fame careers, but they certainly had a special gift that allowed them to reach the majors without first playing in the bushes. Pitcher Jim Abbott and third baseman Bob Horner each had a good run.
There were others that first played in the majors but later needed some seasoning at the minor league level. Included in this were pitchers David Clyde and Mike Morgan.

A rehab assignment for Gross would have let the Expos know that he wasn't yet ready, that he needed more time, and they wouldn't ahve had to send someone down and then recall that person again.

The farm system as we know it didn't exist for every team until the 1940's and 1950's. There were always minor leagues, but they were not farm systems. So, many of the old-time players went straight from amateur leagues to the major leagues.
In recent years, it is less common, but it happens occasionally. John Olerud comes to mind.

Too many to count. There has been Alex Rodriguez, Chipper Jones, Derek Jeter, Lou Gehrig, and Babe Ruth. That is only a few though. There are more! A lot more!!!!!!
