There has been talk in the past but I don't see any plans coming through anytime soon. Nascar isn't nearly as big of a sport now as it once was. They have suffered a major loss of fans and what not, which makes money a bit tighter for them. A whole new racing facility costs a ton of money, which in my opinion means, it will be a long time before it happens. I think the more likely thing to happen would be Kentucky Speedway getting a cup race, as someone already mentioned. Being from Kentucky, I really hope this pans out, although I don't know that it will anytime in the near future.

With every day pass, our country is getting into more and more trouble. The inflation, unemployment and falling value of dollar are the main concern for our Government but authorities are just sleeping, they don’t want to face the fact. Media is also involve in it, they are force to stop showing the real economic situation to the people. I start getting more concern about my future as well as my family after watching the response of our Government for the people that affected by hurricane Katrina.
According to recent studies made by World Bank, the coming crisis will be far worse than initially predicted. So if you're already preparing for the crisis (or haven't started yet) make sure you watch this video at http://www.familysurvival.tv and discover the 4 BIG issues you'll have to deal with when the crisis hits, and how to solve them fast (before the disaster strikes your town!) without spending $1,000s on overrated items and useless survival books.

What kind of whirligigs? This site shows how to make pinwheels -- http://www.leslietryon.com/3dcolorcutout/makepinw/makepinwheel.html
If you mean the wooden birds, etc. that have wings that move in the wind, they have several here but not for free -- http://www.woodworkersworkshop.com/plans/index.php?cat=520 and here -- http://www.woodworking-patterns.com/woodworking_cd2.htm
You might also try a local library and look for the popular science book you had. Good Luck! ~-~

The Winfield collection site has all kinds of them. They also offer the supplies needed to complete them.
http://www.thewinfieldcollection.com
When you get there, do a search for whirligigs.
