Yes its capillary oncotic pressure. 'Oncotic' specifically refers to the osmotic pressure due to proteins, and most of the time proteins don't cross the capillary endothelium. Thus, as the hydrostatic pressure forcing fluid and solute out drops toward the venous end of the capillary, the oncotic pressure of the proteins left behind eventually supercedes the hydrostatic pressure, and things reabsorb.

I believe it is the capillary oncotic force because it drives fluid back into the venous system. The NDF (Net Driving Force) is capillary palsma oncotic pressure - tissue fluid oncotic pressure.
