Bureaucracy is a concept in sociology and political science referring to the way that the administrative execution and enforcement of legal rules are socially organized. This office organization is characterized by standardized procedure (rule-following), formal division of responsibility, hierarchy, and impersonal relationships.

Examples of everyday bureaucracies include governments, armed forces, corporations, hospitals, courts, ministries and schools

It is an oversized governmental entity. Take a look at the Post Office, public schools, dept of motor vehicles, etc. These govt bureaucracies think they have little to no accountability for how they spend (and by spend I mean waste) the money they get. They have no motivation to do a good job because there is no way they will be fired (think about the dmv - does the person behind the counter honestly care if you get served or not? No - their paychecks are independent of their performance... that's the problem).

Bureaucracy is the "official" piece of governments that needs documents and paperwork and other time-consuming, potentially boring and unnecessary documents to function. If you look at its etymology, you will see it means "government of the desks (bureau)". In some governments, they have managed to control this entity into something which is actually productive (strange as it may seem), while in other governments, generally the majority of them, it has grown into an unnecessary process of documents, stamps, signatures, taxes, and fines.
This entity generally deals with people and objects coming from other countries and with "organizing" a country itself, though it may exceed this order, only to form a completely unnecessary deal of paperwork, in most countries.
In my opinion, bureaucracy is the reason the amazon rain forest is being torn down (for paper). Actually, in second place, right after McDonald's.

It means a government that has too much power that it stops listening to the people. It's like they are a separate power - but they become stronger by getting money from innocent civilians like us who voted for them in the first place.

However, it is not as bad as a dictatorship, where we will be forced to obey what they say. Here (in bureaucracy) it is just that we can do whatever we want, but the govt. won't care about us.

My dictionary (Websters New Universal Unabridged Dictionary)
1. Government by many bureaus, administrators, and petty officials.
2. The body of officials and administrators, esp. of a government or government department.
3. Excessive multiplication of, and concentration of power in,
administrative bureaus or administrators.
4. Excessive government red tape and routine.

And a bureaucrat is a public official who works by fixed routine without exercising intelligent judgment.

Example of which is the military that were wounded and are now denied Purple Hearts and the benefits that go with it.

Intentional and senseless activity focused on the perpetuation of an organization rather than the accomplishment of a goal. Corporate wheel spinning for the sake of implied activity designed to justify and continue the existence of an organization.

It is, and always has been, the real powers behind Politics in general. A rational person must surmise that it took more than the Candidate to run, He had to promise something to ALOT of 'Bureaucrats' to get there. The old " grease my palm, I'll grease yours " scenario. God Bless America !!
