Both are very good, but generally speaking the UC system is considered more academically rigorous and more difficult to get into than the CSU system. CSU has some very weak links, but also some very good ones (CSU-LB comes to mind). UC has some very elite schools (Berkeley and UCLA come to mind). CSUs are also much more affordable. There are also some top-notch private schools in Cali: USC, Claremont and Stanford for example.

UCs are more difficult than CSUs. Both in terms of admittance as well as academic rigor.

UCs do cost a good bit more (roughly 2 or 3 times more), but it's not like the UCs are really all that expensive. Not compared to a private school.

Every school in the UC system is highly regarded, and all are selective. UC-Berkeley is rated as the top public university in the US for undergraduates. For graduate school, many consider it the best university in the world -- ahead of the Ivies.

Even the lowest rated of the UC schools (UC-Riverside) is highly regarded -- ranked #88 by US News & World Report. It ranks higher than schools like University of Missouri, University of Arizona and Auburn University.

On the other hand, not one of the CSU schools is considered selective nor are any of them prestigious.

If you can get into a UC school -- choose it over ANY CSU school.
